Children's Social Care Team, North Yorkshire County Council

Best Social Work Employer

“The transformation that has occurred in North Yorkshire County Council’s Children’s Social Care team in the last four years has been remarkable.

After an Ofsted inspection in 2009/10 found poor performance, recruitment problems and budget deficits, the council took decisive action. The delivery of social work practice was completely restructured, new teams and posts were created and an ambitious workforce strategy was introduced.

The results speak for themselves. The team has safely reduced the number of looked after children in the county and is now rated joint-second in England for its performance in this area. Meanwhile, its ‘Edge of Care’ programme has been described as “high quality” by Ofsted. Of the 197 young people they have worked with, 86% have remained at home with only eight entering care.

North Yorkshire’s 1,000-strong workforce has also benefited. There is a focus on NQSW support and staff development and a salary sacrifice scheme has been introduced to help employees enrol on social work degree programmes.

The services delivered by the Children’s Social Care team are now rated ‘good’ by Ofsted, delivering excellent results for children and families within budget.”

What was said about the team

“North Yorkshire has taken very positive action to improve the quality of its children’s services. The authority has an ambition for its services to be outstanding to ensure local children have the very best start in life and there are clear plans for this to be achieved.” Ofsted inspection 2014

“Over the last four years the service has been transformed into one of the highest performing councils in the country. It is crucial to have done this by working with our social work staff to value and support them and to engage them in shaping the service.” Richard FIinton, Chief Executive, North Yorkshire County Council

“I was experimenting with most drugs, but I have stopped all of that and am keeping out of trouble with the police. I have written this to say thank you to every member of staff for helping me through hard times.” Service user

This is an object lesson in how social work employers should go about improving services and employment standards that are not at the level they should be. The comments from OFSTED speak volumes.” Nick Berbiers, Senior Interim Manager and Consultant
