iMPOWER helps solve complex social problems by changing behaviour. We use behavioural insight to understand how and why individuals and institutions act the way that they do. We have experience in supporting all parts of the child’s journey including:

  • Undertaking innovative demand analysis activity to help children’s services departments better understand their drivers of demand, and create the evidence for partners to better support local early intervention activity.
  • Re-designing early intervention and prevention models based on the premise of integrating partner resources to safely and sustainably reduce demand to specialist social care.
  • Using behavioural science to drive foster care recruitment, supporting councils to achieve savings of over £1m through increasing their internal provision.
  • Supporting councils to codify and aggregate the needs of children in care, to finally link placements needs and costs, thereby changing the focus of ‘unit cost’ to ‘value’, and driving evidential outcomes improvement for children in care.


By focusing on the child’s voice and their journey, we’ve worked with a number of clients in both a strategic advisor and hands-on implementation capacity, with demonstrable results, improved outcomes for children and families, and the generation of sustainable savings.
